PERPS, short for Perpetrators, which means people who are using VOICE TO SKULL Technology.

Voice To Skull is the American name given to this technology. This does not mean that people using this or similar technology are Americans. Remember only an investigation will reveal their actual identity.

According to an estimate, PERPERTRATORS have been around since, between mid seventies to early eighties. (Between 1975 to 1985). This time frame have been estimated through the advancements that occurred in this technology. Therefore some people will have to reference before that time frame. For those who are targeted, will see a significant difference in there lives after becoming a target. Also others will be provided with proofs to convenience them of PERPETRATOR’s existence. Remember, if you are not targeted yet, then they will at a later time, or will affect the lives of your children. However, the soul purpose of this document is not to convince others, but to induce awareness, so once they are targeted then they will know what’s going on, also, this will lead to PERPERTRATORS not using some of the tactics to manipulate a person’s life, and hence, will loose some of the very crucial tactics in there manipulation scheme. Put it simple one major purpose of this document is to put limits on how PERPERTRATORS will manipulate others. If they don’t achieve there goals, then they may put an end to there own rampage.

The objective of this document is to induce awareness among people. To make the people who are targeted become aware of their options and help them take certain decisions. Also, ask people to take this matter to highest government agency that they are aware of, so that they can do something about them, for instance, look into which satellite is doing what? Create detectors, and help put an stop to this modern day weapon of destruction. From which no one is safe, either aware or not aware.

This document is meant for the following types of people, mentioned below.

1) First are those who are targeted and are aware of there targeting.
2) Second are those who are targeted and are just not aware of there targeting, these people will agree with some of the physical or ideological issues mentioned in this document.
3) Third are those class of people whom are not targeted yet. The way to distinguish is that, they will find most of the physical / Mental symptoms mentioned in this document as unheard off or as never occurred to them, or occurred only occasionally (Very Occasionally). However, one important and crucial thing to remember here is that, as the time will pass, the PERPERTRATORS will have touched a lot of people’s lives, hence the symptoms mentioned below will become more and more common. Also, PERPS will target sooner or later all of beings whom they don’t call there own. Their purpose is to make us all fight with each other, have fewer or no kids. Disrupt marriage life, disrupt income.
4) Fourth and finally, in which most people will fell, are those who are randomly targeted from time to time. Which means PERPS will influence certain matters and then leave for a latter manipulation. Remember no one is safe from targeting. The people who are committing these crimes are criminals, not law bearers.

They are serving purpose for themselves and those whom they call there own. Who are they might be? Will be discussed later.

INTRODUCTION:

Over the centuries, human drive to control other humans can be documented through out history. In certain cases it was religion in others fear and even others torture.

In this century some people have taken control to new heights and have given it a new meaning, Its called Electronic Harassment, also known as VOICE TO SKULL Technology. This is achieved through 24 hour monitoring and manipulation.

The voice to Skull technology is very well documented in several places. For reference one can search for “Voice To Skull” on Yahoo, or search for books in a library.

This is how it works. One or more people from a community are selected as targets. These individuals are monitored and manipulated 24 hours a day, 7 days a week, with no breaks. Not only they are manipulated, but others around them are manipulated as well. The whole objective being to classify the situation as much normal as possible, and to cause the society to become less educated with as fewer children as possible. Their tactics include fights among family members, especially husband and wife, leading to divorces. This will lead to nonfunctional children. The fewer the people the better will be there control over the society.

Remember, sooner or later, they will touch base with all of our lives. After a generation, what would look unusual to us, will be classified as normal by our later generations. Therefore the affects of this technology must be made common to all, and a combined effort must be made to put an end to this manipulation.

WHO ARE THEY?

There are several speculations, as to who they are. One is that they are NSA (National Security Agency, American), others claim them to be Jewish Intelligence agency, and even others claim them to be Russians. Their exact identity will only be exposed once they are caught. Therefore, if this is all so wide spread then why are they not caught yet? With all the technology these days?

Remember they are world wide with very impressive range, meaning very high penetrating capabilities. Also remember once a person becomes there target, they will be on his or her case 24 hours a day, seven days a week, with no breaks.

Also, since, they are new type of technology, there is no one actively looking for them. What is not expected is not looked for.

For our convenience we will refer to them as PERPS, short for Perpetrators.

WHAT ARE THEIR OBJECTIVES?

There objectives are simple, reduce population, only to render more control over them. Fewer the people, the better would be control over them.

They avoid people getting married at all, in some instances, and in others they cause people to divorce. Remember their weapons works wonderfully if there are weaknesses in a person’s life, rendering them emotionally susceptible.

They want to create an inhumane society, where marriage means nothing, carrying for children means nothing, carrying for oneself means nothing. They want people to commit crimes so they can infer more control over there emotions and hence the individual himself. (More of this will be discussed in Arguments Section). They want us to be illiterate, so we wont understand there technology, and hence become susceptible to there manipulation.

WHY ARE THEY NOT CAUGHT YET?

PERPS operate their covert operations through satellites. Therefore, first of all for an average joe on earth PERPS are out of reach. Then why are the governments not doing anything about it, even though some people in several governments are aware of this.

1) Some are scared of there lives, they argue that PERPS can kill them any time, by giving them a heart attack or having them killed personally, or making them become target of a crime. However, all of PERPS controls are through satellites, the people belonging to this agency are not around us, or are not in public. I established this after a long time, considering the fact that there is absolutely no need for PERPS to be out in public. PERPS can manipulate others to achieve their goals.
2) Some who do take action, are forced to become isolated. All variables around them are manipulated, till they either are forced to resign their office or get trapped in some other scandal. Remember PERPS can manipulate others as much as they can manipulate you. Their objectives are to keep governments under a constant fear, of either terrorism, or of each other. Within this they operate their evil objectives. For example a lawyer recently got disbarred for raising voice against them.
3) Some individuals, within US government or other governments, think of them as being there own. This is a very common believe among people of several governments, which means, to Russians they become Russians, to Americans they show that they are Americans. However, for Some of us they are part of Israeli Intelligence, however, could be others too.
4) They have huge controls over media, every now and then the news related to this issue gets out, which they damper by either putting thoughts among people, that hey they are just as goofy as UF OLOGIST are. No need to put an ear on them. However, all of PERP’s controls are through satellites, the people belonging to this agency are not around us, or are not in public.

OBJECTIVES:
Their objectives are as follows,

1) Classify human behavior under there manipulation as normal phenomenon.
2) Reduce population, through a constant argument between couples, leading to divorce in some cases.
3) Make people commit crimes, so they spend their reproductive lives in jails. They can make people fail lie detector exams. Only way to pass them would be to conduct a lie detector about 500 feet under water or about 300 or so feet under solid barrier.
4) In certain instances they can even cause spontaneous abortion of fetus. The fewer the people the easier the control.
5) Make people less humane.
6) Give edge to there own people as compared to others. Therefore the resulting population will become their slaves.
7) Make as many people divorce as possible. This will lead to weaker society, which is again easier to control.
8) Make people less educated, so it becomes difficult for people to understand what this is, therefore become more prone to manipulation. Remember, the lesser the education the more easily a person gets manipulated. For instance, in certain cases they called themselves as angels of god, in others they took the face or a computer talking to them and controlling them.

WHO GETS TARGETED:

There is absolutely no standard that one can set, as to who and why one gets targeted, however, this is global in nature, therefore, if one is not targeted today, they will be tomorrow, or will get affected in other ways by those who are targeted or are occasionally manipulated. Therefore, one cannot bring the argument, “IF I STAY QUITE OR OUT OF THIS, I WILL BE LET GO, OR THEY WONT HARM ME”. There is absolutely no such thing, they are after majority of us, only there’s will benefit by this technology.

Also, this control is one on one, which means for one person there is one person assigned, who will manipulate the targeted individual, 24 hours a day, 7 days a week. Therefore, there is a limit on how many they can manipulate at any one time. The current numbers that have been calculated came close to ½ a million to 1 million. This also tells about the size of this organization. This also explains them being global in there tactics.

As far as targeting is concerned, following conditions apply,

1) A person gets targeted and figures out what is going on. There are following ways of finding out what's going on. However, these things happen normally too, “ TO SOME EXTENT”, this is what they capitalize on, hey this has been happening for a long long time, so therefore all is false. To overcome this argument, refer to proofs, or physical aspects of there presence. They will be mentioned further down. Also certain of there tactics are relatively new. Also, a person has to reference prior to PERP’s existence, and which is before 80s.

How a person becomes aware, could be due any one of the following methods,

A) This could be by someone who is aware of them, telling others about them.
B) Or the targeted person figures out based on anomalies, like what I think comes on TV or someone says a similar thing, there are many many other anomalies. This is a direct manner in which they expose themselves on the person who is targeted.
C) Others can see themselves become an emotional roller coaster and take actions that lead to their discovery.

2) Depending on the level of education, one might infer them as Satan or even god. For example if they are to vibrate a person’s eyebrows, which they can, then an educated person will infer PERPS as being the cause or might say that this is a physiological condition, however, this coupled with other conditions, one brings PERPS as a possible reason. Also, there are other proofs of them, like the sony night vision pictures, which are mentioned in Proofs section further down.

3) PERPS, at lots of times, expose themselves on a person. They do this with little difficulties. If they want, then one can hear them as well, only if very quite. If they want, they can repeat thoughts. If they want they can vibrate different parts of body with predictability. Why will they do this? Here are some of the reasons,

A) They can manipulate through aches and pains, with one aware of them being the cause. In return they put anger on a person, showing the situation is hopeless.
B) They can manipulate by saying, hey we will manipulate you and your kids, making there lives hell, as we have made yours.
C) They will attempt to put taps on the person’s income. They are pretty much willing to do this in all cases. They want the current system of economics to collapse. The more the paranoia, the more they can manipulate.

4) People saw the machines themselves. There is a Russian LIDA machine.

WHAT THEY CAN DO:

Among other things, PERPERTRATORS can do the following,

Most of the following affects are known as Radiation Symptoms. Hence they are not unknown to scientific communities. There will be reference to web sites. Please refer to those for verification. It is also highly recommended that people read about these issues on their own as well. This is not a regular bullets and bomb manipulation, that one can escape by moving out of harms way. Remember once they are on your case, they will never ever leave till they have achieved there objectives. The only way to escape them is to get in a submarine and go at least 500 feet under water.

PERPS have technology that in a net shell can do the following,

A) They are a very faint sound, therefore a person interprets them as their own thoughts. Since they are a very faint sound, only those things that are know to a person can be manipulated. Put it simply they won’t be able to teach you Chinese. An example of this is that if a person says a sentence very slowly and close to your ears, then you will only understand it if you know it or parts of it, otherwise your interpretation of what’s being said would be different as compared to what was actually said. PERPS use other means to make a person dwell on things that where unknown to them. Like after listening to a news article, or even other people saying something similar that PERPS would want a target to direct there thoughts on. Affects related to this are listed below. (VOICE)
B) They can vibrate certain muscles, affects related to that are mentioned below. (MUSCULAR)
C) Certain parts in nervous system react to them. Affects related to this are mentioned below. (NERVOUS)
D) They can cause power surges. (EMP) (EMP = Electromagnetic Pulses)

1) Give throat irritation, mucus formation. (MUSCULAR)
2) Watery mouth. (MUSCULAR)
3) Hyperventilation, sudden shortness of breath. (MUSCULAR)
4) Vibrate certain muscles in our body. (MUSCULAR)
5) Give different body aches and pains. Specially back ache. (MUSCULAR)
6) Tenietus. (MUSCULAR OR NERVOUS)
7) Clogged ears. (Like the way it feels when the elevation changes, like in plane or in elevators). (MUSCULAR)
8) If a person have an existing condition, like a cut, or infection, they can make it really pain. (MUSCULAR) / (NERVOUS)
9) Nausea, headaches. (NERVOUS)
10) Listen to a person’s thoughts. Yes that’s what they are capable of. Lots of time, during early manipulation, that’s what a person complains of, that someone knows what they are thinking, or watching them all the time, however, not all is true, some of those thoughts are manipulated by PERPS. 11) Manipulate a person’s thoughts, by putting specific words while a person is thinking. (VOICE)
12) Manipulate a person’s emotions by making them angry or inducing anxiety or even make a person cry or laugh. (NERVOUS)
13) They can cause simple sounds to occur again and again. For instance, if a pager is set to simple beep, then they make a person to think that the pager is on, yet when its not. (VOICE)
14) They can cause surges, yes, the lights that went out recently in NY, is there doing. (EMP)
15) They can make minor malfunctions in electronic equipment. Causing them to flicker, or even in some cases render the equipment useless. (EMP)
16) Any sensor driven machine is prone to them. They can cause a light sensor to activate at night, causing the light to go out. (EMP)
17) They can temper with thermostats. Causing the air conditioner to come on, or the refrigerator to malfunction, or cause the car to over heat. Yep, that’s what they can do. (EMP)
